Hello! My proposition is add to server capabilities mounted hydraulic to car like in U2. Edit hydraulic like 3 levels power etc. 
Levels:
Low - Low jumps
Medium - medium jumps
high - high jumps. 
You can add a special class of lowrider cars and give there special tunings that cost more than normal..
Doable?

Lowriders doesn't fit NFSSA at all. Also adding hydraulics is impossible due to massive handling changes.

Well, lowriders could fit. You've managed to fit hot-rods (hustler) and rat-rods (walton) at least. I would really like to drive voodo or something like that.
About hydraulics: i dont really see much trouble with handlling. Just a script for a model and temporary handling change. Yeah, i haven't developed any MTA server, but that is how it looks from my side.
